The TLA+ Foundation is set up as a project under the LF. This is a fairly common setup for smaller projects as the LF takes care of a lot of legal boilerplate and provides non-monetary support. Other large foundations like Apache and Eclipse offer similar. The TLA+ Foundation has its own sponsors though, the LF itself does not give money - the sponsors donate via the LF.
