For me, this article falls below a quality threshold I didn’t even know I had. What do I do here? I can flag it but I don’t see a reason. I know we don’t do downvotes here, but I really think we need some way to apply back pressure to articles that aren’t very good.

If it’s not good enough quality I feel “off-topic” is a justified flag.

I haven’t read the article, but that sounds like a choice between plague and cholera :P
I’m not sure it’s sensible to compare NPM repository size vs Maven central, because:
