Mozilla Persona is a decentralised federated sign-in system for the web. Like oauth or open id, but for authentication only without risk of unwanted authorisation. The Mozilla Foundation has stopped their active engagement because of the lack of adoption, but there is still some developement going on. One of the issue is the lack of libraries (for languages on the server side). This is the idea here, to convince developers that this is a valid alternative and get you to write a library in your language of choice.

I thought Persona was their lightweight skin system?

No, that’s Personas (with an s) vs. Persona. One is a Firefox add-ons the other is a former Mozilla project.
