I agree with this in general, though don’t know about the Wordpress comment. Installing Wordpress takes two minutes, and is faster than hand crafting HTML. Not to mention, it’s so easy to extend and add functionality. I would always choose Wordpress as a first choice, unless I had a good reason not to.
For largely static sites this makes complete sense. Any sort of contact can easily be done through email (hand code a subject) or a Google Docs Form. Something like icanhaz.js could be a fine middle ground for repeated items and I would argue it’s light enough for a single element (but obviously could be used to make updating pet profiles a single step rather than a dozen).
