I didn’t spend a lot of time looking but most of the authors are at Google, nVidia, or one of the US government national labs. All three groups are in a position to rewrite or refactor as much of their code as they wish.
National Labs (6), e.g. Argonne, Livermore, Oak Ridge, Sandia
It wouldn’t surprise me if their simulation software is refactored or rewritten for each supercomputer.
What was the author smoking when he wrote this?

“Most software at Google gets rewritten every few years.” Software Engineering at Google
GPU libraries and drivers are probably rewritten or refactored for each new generation of hardware.
Probably splendid isolation from anyone else at Google.
