tldr - read it!
It’s a far better paper than I expected from the headline.
I am surprised that it did not mention QUIC or other significant “commercialized” work in the area. (By commercialized, I mean stuff that was paid for by companies trying to get a leg up on their competition in the marketplace, and/or trying to solve big internal problems of their own).
Instead, it focuses on a college project called “Homa”, which I’ve never heard of, despite supposedly being an expert in implementing low level network protocols.
But if you have any interest in the what’s and why’s of TCP, or things that could be improved, I’d strongly suggest that you take the time to read this paper! It’s well written, and easy to read.
