Someone made a tool to do this for you and also wrote a few similar articles about how it works.
Something like this could easily be supported on Linux, either by calling .fehbg from a script or by contributing such a feature to tools like Komorebi (disclaimer, haven’t tired it out yet).
Also there appears to be support for .heif by libheif1 (which is earliest in Debian Testing/Buster available right now) and ImageMagick also appears to have support starting with version 7.0.7-22.
The desert dynamic desktop is one of the coolest things Apple have introduced in years.
