Interesting idea, but I think if you’re loading enough CSS to have a noticeable effect on page loading times, you’re doing it wrong anyway.
True, though there have been some folks from Google experimenting with the absolute fastest CSS rendering possible. To them, a 100ms decrease in page load time is enough to warrant a bunch of semi-hacky javascript.
