That is an awfully sensationalist title. For one they don’t even have to display that big green bar at all, and it would still be displayed “correctly”. A better title would have been something along the lines of CAs not issuing EV certificates properly for Chrome anymore, and put a bigger weight on the fact that they were told with a long prior notice that they were going to implement it.
