As a long-time Java developer, I worry about this delay as well. Not sure if perfect is the enemy of good here, and the author has a clear bias towards OSGi, but still, seems like getting Java 9 out the door with Jigsaw in its current state would serve everyone better than delaying all of Java 9 just to get it perfect.
