After my first read, I thought somebody at DOJ put him in the system, which would be a very blatant run around the warrant rules. But I went back and it was IHS (part of ICE part of DHS) who added him. The article mentions cooperation between agencies, but how formalized is it? Was this a “call up a buddy for a favor” kind of thing or is it done systematically? The raw numbers seem to indicate you have to be special in some way and this isn’t done routinely.
