I’m surprised the FBI and Secret Service met with the Russian police. It should have been clear even in 2009 that the mob runs Russia. There is no independent law and order and online crime is an important source of revenue for the rulers of Russia, given that sanctions and declining oil prices have squeezed out more traditional sources of revenue. Russia is one of the first modern criminal states - I suppose one could include North Korea in that too.
