The Feds problems with IT security and contracting continue. There is apparently little quality control. I wonder if it is part of the generic problem of US government bodies (state, local, federal) that without any in-house engineering expertise, they have no ability to manage consultants/contractors. I saw this offered as an explanation of why civil engineering projects cost more in the US than in Europe and it seems likely to be true for IT as well.
