I think what’s required are more hosts (like cloudflare) but especially transit companies like level3 and cogent to block the AS networks that allow this. Blocking egress would be a start, too, but we should apply pressure to ovh (e.g.) to not allow unrestricted open dns or ntp servers on their network. That would fix the problem in a hurry, but as things stand, hosting provides get paid the more bandwidth you (unintentionally) use.
