I find these articles that try to generalize across the whole industry kind of strange. Most organizations I’ve seen don’t have a lot of coherence in how things are done in different divisions or even groups.
That said I think you certainly can be agile without architecture, but it will eventually catch up to you, unless you do what the article suggests and push architectural decision-making down into the process.
This is just marketing for the conference they want you to buy a €800 ticket for, where all your questions will undoubtedly be answered.
