Seems to admit that difficulty upgrading versions is not a fully solved problem - at least not for all currently-supported versions. 2ndQuadrant is working on the exact problem described by Uber, which was that 9.1 -> 9.2 upgrade sucked. 9.2 -> 9.3 sucks too - I guess it’s solved for versions >= 9.4 .
2ndQuadrant is working on highly efficient upgrades from earlier major releases, starting with 9.1 → 9.5/9.6. When PostgreSQL 9.1 is desupported later in 2016 this will allow people using 9.1 to upgrade to the latest versions
