Instead of trying to manage community, I guide the community by providing the infrastructure (forum, documentation, etc) and rules (workflow) to let people manage the community.

I see what Don means, but that is… managing the community :). Delegation is a very important aspect, but when Don makes the rules this is clearly high-level managing.
