Why didnt the author use Kodi? It is specifically designed to run video on the Pi and has from my own experience better performance than VLCPlayer.

LibreElec (distro made for Kodi) states for Allwinner boards:
Boards/STBs with less than 1GiB of RAM are not supported
And recommends sticking to Kodi v18 for raspberry Pi

I don’t have a 256MB Pi but I do wonder how RISC OS would run on it.
It makes my 1GB Pi 3 feel more responsive than my desktop quad-core i7 with 32GB of RAM and a big SSD.
I tried it on a 512 MB Pi once. Worked pretty nice.
