Yeah. If you look at some of the early Deep Dream images, you might be able to see that a lot of what it’s doing is enhancing patterns that aren’t there. When a human brain does this, it’s called pareidolia; it isn’t paranoia by itself, but can be when a few other effects are added.
I really hope law enforcement doesn’t adopt this to produce TV like “enhance,” since it fabricates evidence, but I wouldn’t put it past them to try!
