My first guess was some hackers or people like that aiming for notoriety: showing off how smart they are with option of getting more smart people in their click. Back in early Internet, there were all kinds of elaborate schemes and pranks people were pulling off to make it seem like some elusive, elite, powerful group was involved. They were just people screwing around on terminals. So, notoriety of some smart bullshitters should be default position on anything like this.
