The two things I like most about the EUPL is 1. the protection against the SaaS loophole by including or providing access to its essential functionalities in it’s definition of ‘Distribution’ or ‘Communication’. And 2. that both static and dynamic linking of some EUPL licensed software doesn’t automatically make the combined work a Derivative Work. It’s comparable but better than the LGPL on that front.
