    Apparently the software was developed for over 5 years without getting any actual exposure to end users.

    Heise reports (in German) that there were several unnamed external consultancies involved in this project which were paid out 42 million euros of the 60 million total. I don’t even want to imagine what happened exactly but this is a very unfortunate and avoidable loss of a huge chunk of tax payer’s money :(
