His goal of finding slow ping times that will reliably reply is tough unless you know the geography of your targets. It’s rare for pings to exceed 300ms unless they’re on opppsite ends of the earth like NZ and Spain. Most phones don’t respond to ICMP so you’re really only getting responses from home broadband and data centres.
