Seems unlikely this is anything but posturing/psyops. The format of the numbers is incredibly obvious, when the vast majority of numbers stations are obfuscated in weird ways. Also why would they rely on an announcer on their state radio to send coded messages in such a blatant fashion when they could use any other frequency? Numbers stations are alive today, but this seems like NK is just putting on a show to freak people out.
