Interesting approach. If you’re after a decent external monitoring tool, I’ve found https://uptimerobot.com is pretty good for free/cheap easy monitoring.
And uptimerobot has Slack integration as well. Slack is great place to aggregate messages like these.
The whole list is suspect.
The author should have used an ordered list instead of an unordered list with manually added numbers. Poor markup choices are a red flag in my book.

Seems ironic to be written as a series of tweets, which has to be the laziest and most reader hostile way to do anything longer than an SMS message.
