I imagine it’s intended as a ridiculous-but-possible use case. After all, we’ve been using laptop batteries to charge phone batteries in a pinch since forever.
You have been able to charge a phone from a laptop through USB for eons now. The change seems to be that it’s now possible for both devices to send and receive power, which would indeed make it possible to charge your laptop from your phone.
